What Is the Green Card Certificate?

The Touring and Automobile Association of Türkiye is the authorized institution in Türkiye for issuing the international customs documents that automobile clubs affiliated with the FIA (International Automobile Federation) issue worldwide.

The Green Card Certificate is an international document issued under the framework of the 1959 Strasbourg Agreement, which was also signed by the Turkish Government. Under the principles of the Green Card system, it serves as the international extension of the Third-Party Liability Policy.

This document is an international insurance certificate, printed in a single green-colored format, that provides coverage within the legislation and limits of the country where the accident occurs.

Documents Required for Policy Issuance

To have your Green Card policy issued, it is sufficient to present the following documents:

• Photocopy of the vehicle registration certificate.
• Photocopy of a valid Turkish Traffic Insurance policy.

Application Options

There are two different application methods for having your Green Card policy issued:

• In-person application — Submitted by visiting Turing offices.
• Online application — Submitted via the online application form.

1. In-Person Application

In-person applications are handled at the Headquarters of the Touring and Automobile Association of Türkiye, as well as at the İpsala (07:00–22:00) and İzmir (08:30–17:00) offices. The required documents must be presented at the time of application.

2. Online Application

Online applications for the Green Card are processed by TURING Headquarters, provided that the Online Application Form is completed in full, submitted, and approved.

Since the original Green Card certificate must be carried with you during your travels, the Green Card generated through the online application can either be picked up 24/7 from TURING Headquarters or delivered to your address via PTT.

What Does Green Card Insurance Cover?

The Green Card is a document equivalent to the Compulsory Motor Third-Party Liability Insurance required in the country where the accident occurs.

It provides coverage within the framework of the traffic insurance legislation, scope, and limits in force in the country where the accident takes place.

• Green Card Insurance is a liability insurance.
• If you cause damage to third parties as a result of a traffic accident, it covers the injured party's damages.
• It does not cover damage to the insured vehicle itself.

Who Can It Be Issued For?

Under Turkish insurance legislation, the Green Card can only be issued for vehicles meeting the following conditions:

• Vehicles registered for traffic in Türkiye.
• Vehicles with valid Compulsory Turkish Traffic Insurance.

Information Displayed on the Green Card

Green Cards are issued in green color and in the format adopted by the Road Transport Working Party of the Inland Transport Committee (ITC) — the UN platform for inland transport — under the United Nations Economic Commission for Europe.

• Cards bearing alterations or erasures are invalid.
• If the box containing a country's international abbreviation is crossed out, the Green Card is not valid in that country
• The phrase "International Motor Insurance Card" appears at the top of the Green Card in the native language of the issuing country, as well as in English and French
• The start and end dates of validity are printed on the card
• These dates must cover the period during which the vehicle will be present in the destination country
• Any note added to the Green Card afterward is invalid.

• Country code.
• Code of the issuing insurer.
• Card number.
• License plate of the insured vehicle.
• Chassis number.
• Make and type of the vehicle.
• Name and address of the policyholder.
• Name and address of the insurer.

How Does the Green Card System Work?

To ensure the functioning of the Green Card system, each member state has established institutions known as "Bureaux" within its own country

These bureaux are organized under the Council of Bureaux, headquartered in Brussels. The Council of Bureaux, responsible for the operation and management of the Green Card system, reports to the Road Transport Working Party of the Inland Transport Committee of the United Nations Economic Commission for Europe.

The international abbreviations of member states are printed on the back of the Green Card, along with the contact details of that country's bureau.

The authorized Green Card bureau in Türkiye is the Turkish Motor Vehicle Bureau.
