Foreign Vehicles Carnet (Blue Card)

What is Blue Carnet?

The Temporary Entry Carnet for Foreign Vehicles is a document issued to allow foreign nationals to use, for a specified period in Turkey, private vehicles registered in their name in their country of residence.

This document is issued pursuant to Articles 130 and 131 of Customs Law No. 4458, dated 27.10.1999, and Article 376/j of the Customs Regulation, which was issued under the Customs Law and entered into force upon publication in Official Gazette No. 27369 (repeated), dated 07.10.2009.

Persons Not Entitled to Blue Carnet

Documents Required for Application

The documents requested may vary depending on the applicant's status. The lists below have been prepared according to the type of application.

1. Documents Required For Working Foreigners

• Passport and driving license. Must be submitted together with photocopies.
• Photocopy of the work permit obtained from the relevant Ministry.
• For foreigners exempt from a work permit, an official document obtained from the Social Security Institution (SGK) confirming their employment in Türkiye.
• Vehicle registration certificate showing that the vehicle belongs to the applicant.
• In case of a sale, a sales contract obtained from the relevant consulate. A photocopy of the registration certificate belonging to the seller must also be attached.
• A letter from the applicant's workplace, addressed to the Association, stating the applicant's position and duration of employment. This must be submitted together with a photocopy of the company's signature circular.
• Vehicle Detection and Delivery Report (Araç Tespit Tesellüm Tutanağı) obtained from the relevant Customs Directorate.
• Guarantee determined according to the vehicle's make, type, engine capacity, model year, and chassis number. The guarantee may be provided in cash or as a demand bank letter of guarantee in accordance with the Association's sample.
• Application form completed and signed by the vehicle owner.

2. Documents Required For Foreign Students

• Residence permit. Not required from Blue Card holders.
• Student certificate obtained from the educational institution, addressed to the Association.
• Passport and driving license. Must be submitted together with photocopies.
• Vehicle registration certificate showing that the vehicle belongs to the applicant.
• In case of a sale, a sales contract obtained from the relevant consulate. A photocopy of the registration certificate belonging to the seller must also be attached.
• Vehicle Detection and Delivery Report (Araç Tespit Tesellüm Tutanağı) obtained from the relevant Customs Directorate.
• Guarantee determined according to the vehicle's make, type, engine capacity, model year, and chassis number. The guarantee may be provided in cash or as a demand bank letter of guarantee in accordance with the Association's sample.
• Application form completed and signed by the vehicle owner.

3. Documents Required For Retired Foreigners

• Residence permit.
• Document obtained from the applicant's country's social security institution confirming retirement status. This document must be submitted together with a Turkish translation certified by the embassy or consulate.
• Passport and driving license. Must be submitted together with photocopies.
• Vehicle registration certificate showing that the vehicle belongs to the applicant.
• In case of a sale, a sales contract obtained from the relevant consulate. A photocopy of the registration certificate belonging to the seller must also be attached.
• Vehicle Detection and Delivery Report (Araç Tespit Tesellüm Tutanağı) obtained from the relevant Customs Directorate.
• Guarantee determined according to the vehicle's make, type, engine capacity, model year, and chassis number. The guarantee may be provided in cash or as a demand bank letter of guarantee in accordance with the Association's sample.

ISSUES TO BE CONSIDERED

Duration and Extension

• Blue Carnet may be issued for a period of 1 or 2 years.
• The duration of the carnet is determined so as not to exceed the validity periods of the residence permit and work permit.
• Before the Blue Carnet expires, an application for extension must be submitted to the Turkish Touring and Automobile Club. This is important to avoid sanctions such as fines.

Customs and Traffic Procedures

• With the Blue Carnet obtained from the Association, applicants must first go to customs, and then to a notary in order to complete the registration procedures in accordance with the customs authority's referral
• For vehicle registration certificates issued outside EU and EFTA countries, a translation certified by a consulate or notary is required.
• Before applying for the Blue Carnet, the applicant's eligibility for temporary import status should be confirmed with the customs authority in order to avoid any issues.

Refund of Guarantee

• For the deposited guarantee to be refunded, the vehicle must be permanently taken out of the country.
• After the file is closed at the relevant traffic department and customs, the YTGGK booklet must be returned to the Turkish Touring and Automobile Assocation.
